As someone who used to do a lot of choosing photos of provincial and federal politicians to go with layouts, I say I like the second photo better, but quality takes a back seat to practicality. The second photo has to be run large, while the first can be run over a single column. I’m not sure how big they ran the photo, but that was probably the primary concern.
